Richard Scheffler is Director of the Global Center for Health Economics and Policy Research. He is the Distinguished Professor of Health Economics and Public Policy at the University of California, Berkeley, and holds the Chair in Health Care Markets & Consumer Welfare. He holds tenured faculty positions in the Graduate School of Public Health and the Goldman School of Public Policy, where he teaches health economics.

Dr. Scheffler has been a World Bank Visiting Scholar, Human Resources Advisor to the World Health Organization, a Fulbright Scholar, a Scholar in Residence at the Institute of Medicine-National Academy of Sciences, a Resident at the Rockefeller Bellagio Center in Italy, a Visiting Professor at the University of Barcelona and University of Pompeu Fabr in Spain, and a Visiting Professor at the London School of Economics. In 2003, Dr. Scheffler served as President for the International Health Economics Association’s (iHEA).

Project: Globally, health care systems are performing poorly. In developed countries, poor quality of care is often the problem, while in low- and middle-income countries; productivity and efficiency are often the major concerns. Much of the problem relates to how the payment system functions.

My project proposal is a book on Pay for Performance (P4P), sometimes called results based financing (RBF), and its impact on the quality of care, efficiency and equity of health care systems around the globe. P4P is a new and important way of providing incentives to institutions and health care workers to achieve certain specific targeted goals of a health care system.

This payment mechanism is used not only in high-income countries throughout the OECD, and most prominently the United Kingdom and United States, but also in low- and middle-income countries especially in Africa.
