Investigación

The Center for the Knowledge Society in the field of Higher Education is one of the most important projects of our Institute. It is supervised by the Maria Moliner Chair and financed by the banking group Banco Santander Central Hispano (BSCH).

The “Research Group for Techniques and Policies applied to the Knowledge Society” (SOCTEP) of the Agustín Millares Institute is responsible for its creation and continuing operations. SOCTEP is composed by professors of the Department of Library and Information Science of the Carlos III University and the Universities of Murcia, Barcelona and Brasilia, Brazil.

At present day, the Observatory for the Knowledge Society is the primary line of work of the Agustín Millares Institute for Information Management and Documentation of the Carlos III University of Madrid.

The Observatory's Mission

he Observatory’s Mission is to analyze the evolution of Spain’s Higher Education 
sector towards the knowledge society by monitoring specific quantitative and qualitative 
indicators. At the heart of this analysis stands the introduction of new Information and 
Communication Technologies (ICTs) into the context of Higher Education and their use 
to improve teaching, learning and research. A significant part of this educational 
evolution is an attempt to meet the new requirements induced by:

• The European convergence in education (European Credit Transfer System [ECTS], European Diploma Supplement, etc.)
• Educational Models with new priorities (student-based learning, independent,collaborative and continuous learning and consequently changes in teachers’ roles and responsibilities) 
• The consistent orientation towards the development of generic skills related to the creation and management of knowledge in technological environments (management of ICT and Information Literacy)
• The concept of research as a fundamental part of the educational curriculum.
• The ideal of supporting an equalitarian and socially fair distribution of knowledge for the good of the advancement of entire communities, instead of just individuals
• The evaluation of educational institutions in how far their training curriculum impacts the degree of employability of students.

Under these motives, the Observatory assumes to be a leading center for:

•  Research
• The exchange of information and experience 3. The reflection, discussion and the transfer and dissemination of knowledge on the progress in this field

- hence observing their performance in relation to national and international initiatives undertaken for the development of the Information Society.

This mission is in line with both the actions to assess progress towards the Information  Society in Europe (in particular the SIBIS Project: Statistical Indicators Benchmarking  the Information Society, established by the European Commission, closely related to the  eEurope-initiative, of the Information Society Technology Program, IST-2000-26276)  as the area of performance established for education in the" Plan of action for  developing the Information Society in Spain: España.es”. Hence, the mission is in direct line with the Agustín Millares Institute objectives of promoting scientific research,  cogitation, academic debate and the diffusion of ideas and knowledge on today’s information society and on the rapid changes brought in by the new technologies that impact different cultural structures, ranging from economy to social life.

The Observatory's Core Values

The core values that led to the creation of the Observatory and that will guide its operations are the determinations that:

• The emergence of ICTs in all domains of human activity can be, if fostered the right way, a great opportunity to facilitate information access for all as well as to potentiate a qualitative change in use and application of information for the generation of new knowledge.
• The learning of ICT-use and information literacy enables the inclusion of all parts of society into the positive societal evolution described in 1.. Hence the opportunity for continuous development of new abilities and acquisition of knowledge in lifelong learning is made possible.
• Universities play an indispensable role in these developments.
• The observation and analysis of the Knowledge Society’s evolution must not only be realized through quantitative, but also and fundamentally through qualitative indicators, as they provide insight into the social, human impact of policies applied to alter the course of the Knowledge Society’s development which derives from the nature of the data that comprise them.
• The collaboration and interaction between professionals empowers the circulation, transfer and case-based social adjustment of the results of investigation and knowledge creation.

• 1. Evaluar un observatorio que mida los progresos de la sociedad del conocimiento en educación superior y secundaria en España y América Latina.
• 2. Realizar un estudio de indicadores que permita ver el grado de incidencia en TIC en España y América Latina.

Grupo de Análisis de Contenido de Recursos para la Organización y Políticas de Información hacia la Sociedad del Conocimiento (ACRÓPOLIS). Su misión, como grupo de investigación reconocido de la Universidad Carlos III de Madrid, se sitúan en el marco de la actividad investigadora del Departamento de Biblioteconomía y Documentación, definida en su Plan Estratégico de Investigación, y se encuentran en línea con las áreas de interés específicas en las que vienen trabajando los dos grupos de investigación, actualmente en activo, a los que mayoritariamente pertenecen sus componentes: el grupo de investigación sobre Políticas y Técnicas Aplicadas a la Sociedad del Conocimiento (SOCTEP), adscrito a la Cátedra Especial María Moliner del Instituto Universitario “Agustín Millares” de Documentación y Gestión de la Información, dirigido por la catedrática Dª Mercedes Caridad Sebastián, y el grupo de investigación sobre Documentación y Tecnologías de la Información para Educación (DOTEINE), dirigido por D. Miguel Ángel Marzal García-Quismondo, en la actualidad, Director del Programa de Doctorado en Documentación.

Ha sido creado en el Departamento de Biblioteconomí­a y Documentación, de la Facultad de Humanidades, Comunicación y Documenta­ción de la Universidad Carlos III de Madrid. Su trabajo se enmarca dentro de las lí­neas generales de investigación del departamento,especializándose en las tecno­logías aplicadas a la información y la documentaci , y más en concreto en aque­llas relacionadas con el tratamiento de los documentos digitales con vistas a su conservación, localización, recuperación y difusión a través de Internet o ensopor­tes físicos.
