Model of Governance

Governance is key in a project with the scope of Campus Carlos III, especially when it is a global project which includes the university as a whole as well as the aforementioned collaborating institutions. As a result, from the very beginning, the Campus Carlos III project has been supported by the full commitment of the University Government Team and the unwavering effort of our Rector.


The launching of Project Campus Carlos III coincided with the development of Universidad Carlos III de Madrid’s 2010-2015 Strategic Plan so that, instead of defining a Strategic Plan solely for the Campus, both the philosophy and the strategy of Project Campus Carlos III were included in the general strategic plan.

Thus, UC3M’s 2010-2015 Strategic plan was developed around four strategic axes:

1. Quality teaching, defined as “providing quality teaching so that students acquire knowledge and competence which enable them to develop all their potential in productive and successful professional careers”, consistent with Campus Carlos III’s lines of “Improving teaching” and “Adapting and implementing the European Higher Education Area”.

2. Research and excellence, defined as “generating top level international research in relevant, high impact areas within an environment of academic freedom”, consistent with Campus Carlos III’s “Scientific Improvement” line.

3. Transfer of knowledge, defined as “supporting activities to transfer knowledge generated within UC3M to society, through collaboration with institutions, organizations or companies”, consistent with Campus Carlos III’s line of the same name.

4. Social responsibility, defined as “strengthening social responsibility by promoting principles of equality, cooperation, sustainability and respect for the environment”, consistent with the lines of “Transforming campus to develop a model of social integration” and “Interacting with the surrounding community”.

In order to develop these strategic axes, the University has different resources at its disposal. The basic principles which guide the contribution that these resources provide can be summed up as:


1. People: facilitating professional and personal development of all members of the UC3M University Community in an intellectually stimulating environment.
2. Services: focusing services on supporting teaching and research activities, and increasing use of new technologies.
3. Infrastructures: a network of technologically advanced, environmentally friendly infrastructures must be available and at the service of the University Community and society in general. It must comply with the strictest criteria of accessibility and be completely adapted to the EHEA.
To move the strategy axes forward, five transversal dimensions were identified which must be firmly rooted in all University activities: 
1.  Attracting talent: attracting the best students, teachers and managers on the basis of a creative and stimulating academic environment which helps to retain them.
2. Internationalization: increasing and improving UC3M’s international mission, raising its international visibility, incorporating English as a language that is habitually used in university life, and fomenting faculty and student mobility.
3. Interdisciplinarity: strengthening interdisciplinarity in UC3M’s different university environments.
4. Innovation and quality assessment: fomenting the culture of innovation and quality assessment as an integral part of all activities and services carried out at UC3M.
5. Fundraising: increasing the volume of public and private fundraising, so as to guarantee the current Strategic Plan’s development and UC3M’s financial sustainability.

These five strategic dimensions must be firmly rooted in the activities of the three resources the University has at its disposal and guide them to develop the four strategic axes specified in its mission, as depicted in the following chart:

Furthermore, to ensure coordination of all activities related to the Campus and to guarantee its effective monitoring, a Model of Governance has been implemented for Campus Carlos III with the following organs

  • A Board presided over by the Rector and which is made up of representatives from the principal collaborative institutions, with the following members:

  • A Campus Carlos III Commission which acts as the highest executive representative of the Campus, presided by the Vice-Chancellor of Faculty and Departments and made up of the following members:

  • A management unit whose mission is the management, coordination and monitoring of all activities related to Campus Carlos III and the assessment of its impact. This unit is headed by the Director of the Library Service and is made up of the following members:
